ASSOCIATION PROFILE

With the increasing demand for high-end local guide services among European travelers and the rapid growth in customers' desire for personalized customization, the NCC Association of Chinese in Italy was established in Rome, Italy, at the end of 2024, in response to customers' demands for high standards in the quality of reception services and the professionalization of Chinese service personnel. Since its inception, the association has taken it as its mission to integrate resources in the Chinese reception market for Italian tourist destinations. It is jointly formed by members who legally operate NCC vehicles (leased vehicles with drivers) in various cities in Italy and hold certified local guide licenses. The association is committed to recommending local professional and certified Chinese service personnel to the Chinese travel market, promoting the development of the industry towards standardization, professionalization, and legalization.
The establishment of the Italian Chinese NCC Association has quickly addressed the pain point that legally operated vehicles are not well-known among travel industry peers and customers. It provides a window for customers traveling to Italy to understand and distinguish between "illegal operating vehicles" and "legally operated vehicles", and establishes a platform for peers struggling to penetrate the Italian tourism market to book legally operated vehicle services at competitive prices. DEFINITION OF NCC

NCC vehicles in Italy are a legitimate car rental service with drivers, representing a special handicraft service industry。
It is an acronym derived from the Italian phrase "NOLEGGIO CON CONDUCENTE," which translates to "rental with driver." In Chinese, it is commonly translated as "charter service" or "driver-guide service." It is a form of public non-fixed route passenger transportation service, which is regulated alongside TAXI services but with strict distinctions. It is primarily governed by Italy's Law No. 21 of January 15, 1992 (Decree on Passenger Non-fixed Route Public Transportation Services) and its subsequent amendments. The decree explicitly states that all passenger transportation services booked online or by phone within Italy must be provided by legally licensed NCCs. Vehicles must possess a commercial license (rear iron plate) issued by the municipal government, and drivers must hold a driving qualification certificate for passenger vehicles obtained through professional examinations. Travel service vehicles (such as Mercedes-Benz 9-seater) lacking these characteristics are considered "illegal operating vehicles." The safety of members and vehicles is not supported or protected by Italian law. Insurance companies will not compensate in case of traffic accidents, and illegal operating vehicles may be impounded and delay travel after being inspected by highway police. 3.	According to Italian law, NCC vehicles are required to purchase commercial passenger insurance to ensure the personal and property safety of travel passengers. However, privately owned vehicles engaged in illegal operations only need to purchase compulsory traffic insurance to be allowed on the road. In the event of a traffic accident resulting in passenger casualties, passengers in NCC vehicles can receive corresponding insurance compensation. For privately owned vehicles engaged in illegal operations, insurance companies will refuse to pay compensation due to the vehicle's inconsistent use purpose.
4.	The Italian government exercises direct jurisdiction over NCC through the local government, thus obtaining business licenses and operational qualifications requires service personnel to possess excellent cultural qualities. All members of the association hold at least a bachelor's degree and have extensive study and living experiences abroad. They are proficient in both English and Italian.
